Anthropic opened a Singapore office on 14 October 2026 and signed a Memorandum of Understanding with Singapore’s Ministry of Digital Development and Information. The company calls this its fifth Asia-Pacific office. Local reporting from The Straits Times and CNA places the other four in South Korea, Japan, India, and Australia, with the Singapore site at Raffles Place.

The MOU was signed by Kai Fong Chng, Permanent Secretary of MDDI, and Anthropic co-founder Ben Mann on the sidelines of Singapore International Cyber Week. Minister Josephine Teo and Michael Sellitto, Anthropic’s Head of APAC Policy, witnessed it. Dale Finlay, Anthropic’s General Manager of ASEAN, said the company is committed to Singapore for the long term and wants a team closer to customers that hold AI to a high bar on reliability and security.

This announcement does not set any new USD product price. There is no Claude API rate change, no new plan SKU, and no office headcount figure in Anthropic’s post. Treat it as a regional footprint and government cooperation story, not a pricing event.

What the MOU actually covers

Anthropic’s post lists cooperation areas rather than hard deliverables with deadlines. The MOU sets out work on AI safety, security, and model evaluation; research on AI adoption and its impact; and responsible adoption across public and private sectors.

Under the deal, Anthropic says it plans technical exchanges with Singapore’s AI safety, security, and assurance institutions on model evaluation, testing standards, and incident response. It also plans to strengthen AI skills for small and medium-sized businesses and public officers, share Anthropic Economic Index research and data with the government, and offer technical and policy expertise as Singapore develops AI rules.

Area named in Anthropic’s post What it appears to mean Binding force
Safety, security, model evaluation Technical exchanges with Singapore institutions Cooperation plan, not a statute
Adoption and impact research Share Economic Index and related data Voluntary research sharing
Responsible public and private adoption Skills for SMBs and public officers Program intent, no published budget
Incident response and testing standards Information sharing similar to safety institutes elsewhere Exchange, not a mutual defense treaty
Policy expertise as rules develop Anthropic input into Singapore AI rules Advisory, government still writes the rules

An MOU is not a commercial contract and not legislation. It does not force Anthropic to change Claude’s policies or give Singapore special access to future models, and it creates no regulatory exemption for banks or startups using Claude.

History that led here

Anthropic says its Singapore work goes back to 2023, when it joined the Generative AI Evaluation Sandbox run by the Infocomm Media Development Authority and the AI Verify Foundation. It later partnered on a red-teaming project in English, Mandarin, Malay, and Tamil.

So Singapore already had evaluation and red-team practice with Anthropic before the office opened. The MOU widens that into skills, Economic Index sharing, and incident response, now backed by a local team.

How Singapore is already using Claude

In Anthropic’s latest Economic Index, Singapore ranks second of 121 countries in Claude.ai usage relative to population, at nearly six times what population size alone would predict. That is a usage intensity claim from Anthropic’s own research series, not an independent regulator scorecard.

On the public side, more than 1,500 engineers and technical staff at GovTech Singapore have adopted Claude Code to modernize systems and speed software delivery. The Cyber Security Agency of Singapore is exploring Claude for cyber defense. That wording is exploratory, not a production deployment claim.

In finance, DBS uses Claude across software development and day-to-day productivity inside the bank’s security and governance framework. GIC is rolling out Claude across investment and corporate services teams. Anthropic says organizations in regulated sectors can run Claude with in-region inference on Amazon Bedrock to help meet data processing requirements.

On the commercial side, Grab powers BriX, its sales assistant, with Claude and says the tool saves sales teams about 40,000 hours every quarter. Sea (Shopee, Garena, Monee) uses Claude for Shopee’s customer service chatbot and for employee coding. Supabase, which Anthropic notes has strong Singapore roots, is building with Claude Code.

Organization Anthropic’s stated use Notes
GovTech Singapore 1,500+ engineers/tech staff on Claude Code Public sector scale claim
CSA Singapore Exploring Claude for cyber defense Exploring, not confirmed production
DBS Dev and productivity under bank governance Singapore operations called out
GIC Rolling out across investment and corporate teams Rollout language
Grab BriX ~40,000 hours saved per quarter Vendor-cited customer metric
Sea Chatbot plus employee coding Shopee/Garena/Monee group
Supabase Building with Claude Code Named as Singapore-rooted

Builder events and hiring

Anthropic says senior leaders are in Singapore this week for the opening. It hosted Builder Summit Singapore with more than 300 developers. Earlier in the week, Claude community ambassadors held a meetup for more than 700 local builders. CNA separately reported Dale Finlay and Ben Mann speaking at the Builder Summit at Capella Singapore on 14 October 2026.

The office is open and hiring. Anthropic points readers to its careers page. CNA reported Anthropic was coy on headcount and go-to-market team size, while noting roughly a dozen openings listed on the careers site at the time of reporting. Straits Times and CNA both place the office at Raffles Place. Anthropic’s own post does not name the street address, so treat Raffles Place as secondary confirmation.

What it means for Indian developers

Anthropic already has a Bengaluru office, per The Straits Times. Singapore is the ASEAN hub beside that India presence, not a replacement for it. For Indian teams selling into Southeast Asia banks, logistics, and consumer apps, a Singapore go-to-market and policy team can shorten the path to the same customers Grab, Sea, and DBS already represent.

In-region Bedrock inference matters for regulated workloads that cannot send prompts out of specified geography. Indian product teams building for Singapore finance or public sector should ask whether their Claude path is Bedrock in-region, direct API, or a partner stack, and write that into procurement notes. It does not automatically solve India’s own data residency rules.

GovTech’s Claude Code scale is a useful reference for large engineering orgs. If 1,500 public sector builders can standardize on Claude Code under government constraints, Indian enterprises evaluating coding agents can compare that claim with Anthropic’s product surface we have already covered: Claude Projects redesigned for Claude Code, Managed Agents dynamic workflows in beta, and Claude Dashboards and Motion.

Keep regional politics and product risk separate. An MOU in Singapore does not change Claude rate limits, model deprecations, or competitor timelines. For API stability questions, compare Anthropic’s posture with moves such as OpenAI’s GPT-4o and GPT-4.1 API shutdown notice. Hire and sales capacity in Raffles Place will not, by themselves, fix a brittle integration.

Practical takeaways

Anthropic is planting a permanent ASEAN flag where usage is already intense and where government evaluation work started in 2023. The MOU widens the relationship into skills, Economic Index sharing, and incident response exchanges. Customer stories (GovTech, DBS, GIC, Grab, Sea, Supabase) are the commercial proof Anthropic chose to lead with.

What is missing is as important as what is present. No headcount. No new USD price. No published MOU PDF with milestones. No claim that CSA has finished a cyber defense deployment. Treat the quotes about trust and long-term commitment as signaling, and watch careers listings, Bedrock region options, and any follow-on IMDA or MDDI program pages for concrete steps. Claude’s existing pricing is unchanged by this news.

FAQ

When did Anthropic open its Singapore office?

Anthropic published the announcement on 14 October 2026. It says the Singapore office is now open and hiring, and that the MOU with MDDI was signed the same day on the sidelines of Singapore International Cyber Week.

Is Singapore Anthropic’s fifth Asia-Pacific office?

Yes according to Anthropic’s post. Straits Times reporting lists the other four as Tokyo, Bengaluru, Seoul, and Sydney (Japan, India, South Korea, and Australia). Anthropic’s post itself does not name those four cities.

Does the MOU change Claude pricing?

No. Anthropic’s Singapore announcement contains no new USD API rates, plan prices, or promotional discounts. Existing Claude list prices are separate and were not revised in this post.

Where is the Singapore office located?

Straits Times and CNA report Raffles Place. Anthropic’s official post confirms the office is open but does not print the street address. Use Raffles Place as secondary reporting unless Anthropic updates the primary page.

What should Indian teams take from this?

India already sits in Anthropic’s APAC office set. Singapore adds an ASEAN commercial and policy hub, plus a reminder that in-region Bedrock inference is part of Anthropic’s pitch for regulated work. Verify residency and model access for your own stack rather than assuming the MOU grants anything automatic.
